The Department of Agriculture–Agricultural Credit Policy Council (DA-ACPC) and the Development Bank of the Philippines (DBP) formalized their partnership today with the signing of a Memorandum of Agreement (MOA) to jointly implement the Magsasaka at Mangingisda Training Opportunity (Ma2TO) Program.
 
The agreement was signed by DA-ACPC Executive Director Rallen O. Verdadero, DBP Executive Vice President George S. Inocencio, and DBP Vice President Rustico Noli D. Cruz, witnessed by Director Noel Clarence M. Ducusin and Mr. Charleston M. Dulay of DA-ACPC, as well as Ms. Raquel C. Anzures and Ms. Rowena O. Comprado-Aquino of DBP.
Through this collaboration, DA-ACPC and DBP will roll out training initiatives aimed at enhancing the creditworthiness, financial management, and entrepreneurial skills of farmers, fisherfolk, Indigenous Peoples, Muslim communities, and young agripreneurs nationwide.
 
The Ma2TO Program is designed to strengthen the capacity of agricultural stakeholders to access regular credit facilities and integrate more effectively into the mainstream financial system.
 
Under the MOA, DA-ACPC will oversee the implementation of training activities in line with its mandate to develop sustainable rural finance systems, while DBP will provide funding support for training costs and promote the program through its nationwide network.
 
This partnership underscores the shared commitment of both institutions to empower agricultural communities, uplift livelihoods, and foster long-term growth and resilience in the country’s agriculture and fisheries sector.
