Place of Assignment: Program Development Division– Negros Oriental

Salary Grade: 8 (Php 18,988)

QUALIFICATION STANDARDS:
Education: Bachelor’s Degree preferably in Business courses (Agriculture, Management, Accounting, Banking & Finance, and Cooperative Management)
Experience: At least one (1) year relevant experience in a government agency and/or private development institution undertaking duties and responsibilities involving loan processing and collection, coordination activities regarding program management and development.

BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (JOB SUMMARY)

  • Prepare the Work Plan and Budget and implementation targets for ACPC Programs in the assigned area for review by the ACPC Credit Programs Team Leader and for approval by the Director for ACPC Credit Programs;
  • Coordinate with the DA-RFO and provincial and municipal local government units (P/MLGUs) regarding the activities in line with the implementation of ACPC Credit Programs;
  • Coordinate with the ACPC Credit Programs Team Leader and report immediate operational issues affecting the implementation of ACPC Programs;
  • Undertake the following activities in line with the implementation and monitoring of ACPC Credit Programs in the assigned area:
  • Identify, screen and evaluate farmer’s organizations and/or banks to be accredited as lending conduits or cashiering institutions under ACPC Credit
    Programs and make the appropriate recommendation for the purpose;
  •  Assists in organizing and conducting orientation meetings regarding ACPC Credit Programs;
  • Assist potential lending conduits in credit proposal preparation;
  •  Assist in the conduct of credit project planning workshops for Lending Conduits with approved credit fund allocations;
  • Undertake field monitoring activities to validate the status of projects financed under ACPC Credit Programs and other programs funded by the ACPC;
  • Monitor loan disbursements and collections of participating Lending Conduits;
  • Prepare periodic reports on project results;
  • In coordination with the ACPC Institutional Capacity Building (ICB) Division, assist in the conduct of capacity building activities for participating Lending Conduits of ACPC Credit Programs;
  • Establish and maintain a system filing of printed documents and records in line with the lending programs;
  • Responsible in maintaining and caring of the ACPC properties;
  • Perform other tasks as may be assigned by the supervisor.

  • Provide assistance to concerned Program Coordinator and Focal Person in the  following activities in line with the implementation and monitoring of  credit/financing programs in the assigned area:
  1. Coordination with the DA-Regional Field Office and Provincial/Municipal Local  Government Units on all activities in line with program implementation; b. Identification of lending conduits; 
  2. Conduct of orientation meetings with prospective lending conduits; d. Conduct of validation of prospective lending conduits; 
  3. Conduct of credit project planning workshop for eligible lending conduits; f. Field validation on the status of projects financed under the program; g. Monitoring of loan disbursements and collections of participating lending  conduits; 
  • Preparation of program status reports;
  •  Facilitate loan documentation at the conduit level;
  • Conduct pre-validation of potential borrowers, if necessary;
  • Conduct periodic field monitoring of the status of the lending conduits and  projects financed;
  • Establish and maintain system filing of printed and electronic reports on loan  disbursements and collections;
  • Respond to queries on program details (e.g., features, policies, procedures, and  documentary requirements);
  • Provide administrative/secretariat support to meetings/seminars/workshops in  line with program implementation;
  • Perform other tasks assigned by the Team Leader/Program Coordinator/Focal  Person.

PROJECT TITLE: Agricultural Value Chain Financing Support and Capacity Building through Entrepreneurship and Organizational Development: Accelerated Libmanan Local Rice Industry Strengthening and Enhancement through Value Chain Financing and Capacity Building (Project ASCEnD: ALL RISE)
BACKGROUND: The Agricultural Credit Policy Council (ACPC), in collaboration with the Oragon Farmers Agricultural Cooperative (OFAC), formerly known as Saradit and Kristyanong Komunidad Farmers Corporation (SKKFC), has been executing the action research titled “Project ASCEnD: ALL RISE” in Camarines Sur since the 1st quarter of FY 2020.
OBJECTIVE: The project aims to strengthen and enhance the local rice industry, through value chain financing and capacity building initiatives.

BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION (JOB SUMMARY)

Monitoring and Documentaries

  • Track project activities, milestones, outcomes, and build corresponding database.
  • Conduct periodic field monitoring of the status of farmers’ project financed, and submit comprehensive reports.
  • Establish and maintain a system for filing both printed and electronic reports on loan applications, disbursements, collections, and other project-related activities.
  • Provide administrative/secretarial support to the ACPC Project ASCEnD team.
  • Document proceedings of meetings, workshops, and related activities to ensure comprehensive records.
  • Gather relevant data and information on the (i) progress of project activity implementation; (ii) schemes/approaches in value chain financing, capacity building, and project management; (iii) borrowing experiences of small rice farmer beneficiaries, and project implementation; (iv) assistance received from DA and other institutions and their influence/effect to its farmers; and (v) challenges.
  • Perform other tasks assigned by the Director/Division Chief.

Capacity Building

Support the project’s capacity building service provider and ACPC Project ASCEnD team by:

  • Assisting in coordinating with external experts and service providers to conduct training needs assessments, identifying skill gaps and training priorities, and delivering tailored training programs.
  • Coordinating with resource persons/organizations and organizing logistical aspects of training/workshops for OFAC and farmer-borrowers, including venue booking, equipment setup, and participant registration.
  • Coordinating meetings, consultations, workshops, and other collaborative activities.
  •  Supporting the monitoring and evaluation of capacity building activities to assess their impact and effectiveness.
  • Documenting lessons learned and best practices from capacity building initiatives for future reference and improvement.
  • Providing administrative support to the ACPC Project ASCEnD team in tracking training schedules, participant lists, and training materials.
  •  Assisting in the preparation of training reports and presentations.

Facilitate Assessment and Planning Workshops for the Project ASCEnD

  • Organize stakeholder engagement sessions to gather input from all relevant parties.
  • Coordinate scheduling and logistics for workshops, ensuring smooth execution.
  • Prepare materials and resources needed for workshops.
  • Facilitate discussions to identify needs, goals, and priorities.
  • Assist in analyzing assessment findings and translating them into actionable
    plans.
  • Ensure alignment of action plans with project objectives.
  • Guide participants in developing strategies to address identified challenges.
  • Facilitate the development of timelines and milestones for action plans.
  •  Capture and document key insights, decisions, and action items from workshops.
  • Follow up on workshop outcomes and monitor progress on action plans.

Deliverables:

  • Monthly and quarterly progress reports outlining accomplishments, challenges, and recommendations for improvement.
