DUTIES AND RESPONSIBILITIES:

  • Executes programs, projects and decisions of the ACPC Governing Council (GC);
  • Develops plans, programs and operating standards for the promotion of the objectives and functions of the ACPC;
  • Oversees the conduct of policy research studies on rural finance (credit, guarantee and insurance);
  • Reviews and make recommendations on the socio-economic soundness of proposed programs, legislation, and other policies that aim to increase the flow of credit to agriculture;

Project Title: Agricultural Value Chain Financing Support and Capacity Building through Entrepreneurship and Organizational Development: Accelerated Libmanan Local Rice Industry Strengthening and Enhancement through Value Chain Financing and Capacity Building (Project ASCEnD: ALL RISE)

Background: The Agricultural Credit Policy Council (ACPC), in collaboration with the Oragon Farmers Agricultural Cooperative (OFAC), formerly known as Saradit and Kristyanong Komunidad Farmers Corporation (SKKFC), has been executing the action research titled “Project ASCEnD: ALL RISE” in Camarines Sur since the 1st quarter of FY 2020.

Objective: The project aims to strengthen and enhance the local rice industry in Libmanan, Camarines Sur, through value chain financing and capacity building initiatives.

Responsibilities:

Monitoring and Documentation: 

  1. Track project activities, milestones, outcomes, and build corresponding database.
  2. Conduct periodic field monitoring of the status of farmers’ project financed, and submit comprehensive reports.
  3. Establish and maintain a system for filing both printed and electronic reports on loan applications, disbursements, collections, and other project-related activities.
  4. Provide administrative/secretarial support to the ACPC Project ASCEnD team.
  5. Document proceedings of meetings, workshops, and related activities to ensure comprehensive records.
  6. Gather relevant data and information on the (i) progress of project activity implementation; (ii) schemes/approaches in value chain financing, capacity building, and project management; (iii) borrowing experiences of small rice farmer beneficiaries, and project implementation; (iv) assistance received from DA and other institutions and their influence/effect to its farmers; and (v) challenges.
  7. Perform other tasks assigned by the Director/Division Chief.

Capacity Building:

Support the project’s capacity building service provider and ACPC Project ASCEnD team by:

  1. Assisting in coordinating with external experts and service providers to conduct training needs assessments, identifying skill gaps and training priorities, and delivering tailored training programs.
  2. Coordinating with resource persons/organizations and organizing logistical aspects of training/workshops for OFAC and farmer-borrowers, including venue booking, equipment setup, and participant registration.
  3. Coordinating meetings, consultations, workshops, and other collaborative activities.
  4. Supporting the monitoring and evaluation of capacity building activities to assess their impact and effectiveness.

Remuneration and Reporting:

THE TERMS OF REFERENCES OF THIS POSITION INCLUDE BUT IS NOT LIMITED TO :

  • Monitors maturing accounts of Partner Lending Conduits (PLCs) and verify/ identify
    remittances / payments deposited to the BTr-AMCFP Account
  • Analyzes remittance and/or collection performance of PLCs and borrowers, and recommends
    strategies to improve remittance / collection rates
  • Prepares status reports on remittances of fund transfers, and submits recommendations to the
    Division Chief and Director of the Fund Management Staff (FMS) for endorsement to and
    approval of the Executive Director
  • Prepares and sends billing/reminder/demand letters to PLCs and borrowers with maturing
    accounts under the different agri-credit programs
  • Prepares and sends letters to PLCs on a semestral basis for the confirmation and reconciliation
    of outstanding balances, and undertakes reconciliation activities on unreconciled accounts
  • Evaluates and negotiates requests from PLCs for extension of liquidation period of fund
    transfers, or proposed plan of payment and submit recommendations to the Executive Director
    for approval
  • Evaluates accounts submitted for subrogation, and submit recommendations to the Executive
    Director for approval
  • Conducts validation visits to PLCs/borrowers, if needed
  • Prepares and updates the Status of Fund Transfers and Receivables under the different agri-
    credit programs sourced either from the GAA or AMCFP, and submits Monthly Remittance/Collection Reports

  • Maintains accounts dockets and ensures that all documents pertaining to the account are
    complete and in order
  • Updates/records in the individual ledgers the remittances and/or payments received

  • Coordinates with the Financial Management Division (FMD) in a quarterly basis for the
    reconciliation of outstanding balances on a quarterly basis

  • Prepares Certifications and other documents as requested by other units/division, the PLCs and
    or borrowers
  • Prepares and Submits bi-weekly accomplishment reports
  • Performs other related tasks as needed by the Fund Recovery Division (FRD), including other
    activities that may be assigned by the Division Chief and/or Director of the Fund Management
    Staff (FMS)

  • Assist in the preparation of survey design and survey instruments;
  • Assist in the conduct of surveys and studies on specific fields relating to agricultural  economics, rural finance, incentives to agriculture and other related areas;

  • Assist in the preparation of periodic report and recommendations based on the review  mandates of ACPC under RA 11901;
