WHAT IS AGRI-NEGOSYO LOAN PROGRAM?

A loan facility to finance capital requirements of individual small farmers and fisherfolk (SFF), farmer and fisherfolk organizations/associations, and micro and small enterprises (MSEs) that are engaged in agriculture and fishery projects

Eligible loan borrowers. 

  1. Small Farmers & Fisherfolk (SFF) – Registered or enrolled under the Registry System for Basic Sectors in Agriculture (RSBSA)
  2.  Micro and Small Enterprises (MSE) – MSEs are defined as those engaged in/with existing production, processing, marketing and or distribution of agri-fishery produce/products/commodities and farm inputs. It may be a single proprietorship, partnership, corporation or cooperative/association.
  3. Farmer and Fisherfolk Organization/Association – Registered entities whose members are farmers and fisherfolk.

Loan Features


  • Up to P15 million loanable amount for MSEs/organizations/associations depending on their assets; up to P300,000 loanable amount for individual SFF
  • 2% interest rate (Service fee up to 3.5%);
  • Payable based on cash flow of project but not to exceed 5 years
  • Financing through Partner Lending Conduits (PLCs) such as cooperatives, cooperative banks and rural banks

  • Letter of Intent with Project Proposal
  • Board Resolution authorizing the Organization/Association to apply as borrower and designating its authorized representatives to enter into an agreement with ACPC;
  • Copy of registration documents;
  • Copy of the organization’s latest Audited Financial Statements with proof of filing with the Bureau of Internal Revenue;
  • Endorsement from DA (i.e. Regional Field Office, Agribusiness and Marketing Assistance Service); and
  • Proof of registration/enrollment with FFEDIS

  • Application requirements for Individual SFF


  • One (1) valid government-issued ID with picture; One (1) 1x1 photo taken within the last three (3) months; and Proof of registration/enrollment in the RSBSA Farm Plan & Budget

      • All loan applicants will go through Program Briefing
      • Loan Applicants may be required to attend Business Planning Workshop 
      • ACPC reviews the completeness of requirements. Once complete, ACPC forwards the application to PLC; 
      • PLC conducts evaluation, CI/BI, and approves/disapproves loan application; 
      • PLC disburses the approved loan amount to the MSE-borrower and collects repayment
