The Agricultural Credit Policy Council (ACPC), through its Information Systems Management Division (ISMD), has formally embarked on a transformative partnership with iCore Technologies Inc. to enhance and digitize the agency’s services for Partner Lending Conduits (PLCs). This collaboration marks the beginning of a major upgrade to ACPC’s Partner Lending Conduit Engagement System, with the goal of improving access to financial support for rural-based financial institutions and ultimately, the small farmers and fisherfolk they serve.

This collaboration focuses on developing an integrated digital platform that will simplify and automate the process for PLCs to gain accreditation and request additional funding under ACPC’s various credit programs. By bringing these functions online, the system is expected to reduce paperwork, improve turnaround times, and offer a more user-friendly experience for current and prospective lending partners.

ACPC Director Norman Kraft emphasized the importance of this initiative, stating, “By simplifying these processes, we aim to make it easier for more rural financial institutions across the country to participate in ACPC’s financing programs. This digital upgrade is a crucial step in ensuring the timely delivery of financial support to our small farmers, fisherfolk, and agri-based micro and small enterprises.”
Beyond accreditation and fund requests, the new system will introduce real-time transaction monitoring, automatic document generation, and improved dashboards that allow users to track financial and operational performance. These enhancements are designed to support faster, more informed decision-making within ACPC and among its partner institutions, ensuring that credit flows more efficiently where it is needed most.

The ACPC and iCore Technologies partnership was formalized through a memorandum of agreement signed on November 22, 2024, for the development of the Electronic Payment Collection System under the Department of Agriculture-ACPC. Building on that momentum, this new project signifies a broader vision of digital transformation across ACPC’s services and its commitment to empowering its stakeholders through innovation.
