DUTIES AND RESPONSIBILITIES:

  • Executes programs, projects and decisions of the ACPC Governing Council (GC);
  • Develops plans, programs and operating standards for the promotion of the objectives and functions of the ACPC;
  • Oversees the conduct of policy research studies on rural finance (credit, guarantee and insurance);
  • Reviews and make recommendations on the socio-economic soundness of proposed programs, legislation, and other policies that aim to increase the flow of credit to agriculture;
  • Develops and recommends appropriate agricultural credit and financing policies and programs to the DA Secretary; the ACPC GC; House of Representatives and the Senate of the Philippines
  • Develops rural finance research proposals for funding by local and foreign institutions;
  • Initiates regular GC meetings;
  • Prepares accomplishment reports for the GC;
  • Prepares an organizational plan and plantilla of personnel subject to the approval of the GC;
  • Provides over-all supervision and guidance to ACPC activities.

  • Prepare the Work Plan and Budget and implementation targets for ACPC Programs in the assigned area for review by the ACPC Credit Programs Team Leader and for approval by the Director for ACPC Credit Programs;

  • Monitors maturing accounts of Partner Lending Conduits (PLCs) and verify/ identify
    remittances / payments deposited to the BTr-AMCFP Account
  • Analyzes remittance and/or collection performance of PLCs and borrowers, and recommends
    strategies to improve remittance / collection rates
  • Prepares status reports on remittances of fund transfers, and submits recommendations to the
    Division Chief and Director of the Fund Management Staff (FMS) for endorsement to and
    approval of the Executive Director
  • Prepares and sends billing/reminder/demand letters to PLCs and borrowers with maturing
    accounts under the different agri-credit programs
  • Prepares and sends letters to PLCs on a semestral basis for the confirmation and reconciliation
    of outstanding balances, and undertakes reconciliation activities on unreconciled accounts
  • Evaluates and negotiates requests from PLCs for extension of liquidation period of fund
    transfers, or proposed plan of payment and submit recommendations to the Executive Director
    for approval
  • Evaluates accounts submitted for subrogation, and submit recommendations to the Executive
    Director for approval
  • Conducts validation visits to PLCs/borrowers, if needed
  • Prepares and updates the Status of Fund Transfers and Receivables under the different agri-
    credit programs sourced either from the GAA or AMCFP, and submits Monthly Remittance/Collection Reports

  • Maintains accounts dockets and ensures that all documents pertaining to the account are
    complete and in order
  • Updates/records in the individual ledgers the remittances and/or payments received

  • Coordinates with the Financial Management Division (FMD) in a quarterly basis for the
    reconciliation of outstanding balances on a quarterly basis
