DUTIES AND RESPONSIBILITIES:
- Executes programs, projects and decisions of the ACPC Governing Council (GC);
- Develops plans, programs and operating standards for the promotion of the objectives and functions of the ACPC;
- Oversees the conduct of policy research studies on rural finance (credit, guarantee and insurance);
- Reviews and make recommendations on the socio-economic soundness of proposed programs, legislation, and other policies that aim to increase the flow of credit to agriculture;
- Develops and recommends appropriate agricultural credit and financing policies and programs to the DA Secretary; the ACPC GC; House of Representatives and the Senate of the Philippines
- Develops rural finance research proposals for funding by local and foreign institutions;
- Initiates regular GC meetings;

Project Title: Agricultural Value Chain Financing Support and Capacity Building through Entrepreneurship and Organizational Development: Accelerated Libmanan Local Rice Industry Strengthening and Enhancement through Value Chain Financing and Capacity Building (Project ASCEnD: ALL RISE)
Background: The Agricultural Credit Policy Council (ACPC), in collaboration with the Oragon Farmers Agricultural Cooperative (OFAC), formerly known as Saradit and Kristyanong Komunidad Farmers Corporation (SKKFC), has been executing the action research titled “Project ASCEnD: ALL RISE” in Camarines Sur since the 1st quarter of FY 2020.
Objective: The project aims to strengthen and enhance the local rice industry in Libmanan, Camarines Sur, through value chain financing and capacity building initiatives.
Responsibilities:
Monitoring and Documentation:
- Track project activities, milestones, outcomes, and build corresponding database.
- Conduct periodic field monitoring of the status of farmers’ project financed, and submit comprehensive reports.
- Establish and maintain a system for filing both printed and electronic reports on loan applications, disbursements, collections, and other project-related activities.
- Provide administrative/secretarial support to the ACPC Project ASCEnD team.
- Document proceedings of meetings, workshops, and related activities to ensure comprehensive records.
- Gather relevant data and information on the (i) progress of project activity implementation; (ii) schemes/approaches in value chain financing, capacity building, and project management; (iii) borrowing experiences of small rice farmer beneficiaries, and project implementation; (iv) assistance received from DA and other institutions and their influence/effect to its farmers; and (v) challenges.
- Perform other tasks assigned by the Director/Division Chief.
Capacity Building:
Support the project’s capacity building service provider and ACPC Project ASCEnD team by:
- Assisting in coordinating with external experts and service providers to conduct training needs assessments, identifying skill gaps and training priorities, and delivering tailored training programs.
- Coordinating with resource persons/organizations and organizing logistical aspects of training/workshops for OFAC and farmer-borrowers, including venue booking, equipment setup, and participant registration.
- Coordinating meetings, consultations, workshops, and other collaborative activities.
- Supporting the monitoring and evaluation of capacity building activities to assess their impact and effectiveness.
