
To strengthen its capacity-building programs for small farmer and fisherfolk (SFF) borrowers and potential Partner Lending Conduits (PLCs), the Department of Agriculture-Agricultural Credit Policy Council (DA-ACPC) has signed a Memorandum of Agreement (MOA) with Palawan State University (PSU).
Under said agreement, PSU will help develop training modules for capacity-building programs aimed at improving the creditworthiness and financial knowledge of DA-ACPC borrowers. The goal is to equip borrowers with the necessary skills to manage their finances effectively and make informed financial decisions.

Beyond supporting borrowers, the collaboration also aims to enhance the capacity of potential PLCs, ensuring they meet the necessary standards to implement DA-ACPC’s loan programs.
Furthermore, the initiative will expand the pool of trainers within existing PLCs who will address the training needs of borrowers under various DA-ACPC credit programs.
Recognizing the crucial role of state universities and colleges (SUCs) in providing quality education and research, DA-ACPC continues to strengthen its collaboration with the academic sector. SUCs bring expertise in credit, finance, and agriculture, as well as a deep understanding of regional communities – making them key partners in expanding financial inclusion for rural stakeholders.

In 2025, DA-ACPC is set to formalize partnerships with seven more SUCs, including Kalinga State University, Mindoro State University, Ifugao State University, Aklan State University, Mindanao State University – Lanao del Norte Agricultural College, Caraga State University, and Mountain Province State University.
