GAD Strategic Framework

  • Conduct policy research studies to come up with timely and reliable recommendations on appropriate credit policies and programs for the agriculture and fisheries sector
  • Conduct action research studies on innovative financing schemes for small farmers and fisherfolk
  • Oversee the implementation of agricultural credit and guarantee programs to ensure that credit is truly made available and accessible to small farmers and fisherfolk
  • Empower the rural finance sector by facilitating institution-building programs for country-side financial institutions, including cooperatives and other people’s organization as well as for their farmer and fisherfolk members

To develop and advocate agricultural credit policies and orchestrate programs that would ensure socio-economic empowerment of women and men in the agricultural sector as well as access to sustained financial services.

  1. Improved institutional capacity to enhance and sustain gender mainstreaming in the agency.
  2. Increased access of women and men to financial services. 
  3. Increased participation/access of women in the ACPC programs.

Message from the DA-ACPC Executive Director
Excerpt from the DA-RFO V Bicol Women’s Day Celebration on March 8, 2022

Buwan na naman ng Marso kaya ipinagdiriwang, hindi lamang sa ating bansa kundi sa buong mundo, ang “International Women’s Month.” Ang tema ng ating pagdiriwang, “Agenda ng Kababaihan Tungo sa Kaunlaran,” ay napapanahon sapagkat alam natin na malaki ang naiambag ng mga kababaihan sa pagpapataas ng antas ng supply ng ating pagkain lalo na ngayong mayroong global health crisis.

Isa sa paraan upang matulungan natin ang mga kababaihang nagnanais magventure sa agribusiness ay ang  pagpapahiram sa kanila ng kapital lalo na ngayong panahon ng pandemya. Sa kabuuan ay mayroon nang 108,088 na kababaihan ang nakahiram sa mga credit programs ng DA-ACPC as of December 2021.

Isa sa mga facilities ng ANYO ang AgriPinay Program na aming inilunsad noong 2020. Noong nakaraang taon, sa celebration din ng Bicol Women’s Day, ay nakapag-award tayo sa mga unang recipients ng loan sa AgriPinay Program. Ang mga loans na ito, na nagkakahalaga ng P100,000 bawat recipient, ay nagamit nila sa kanilang agribusiness ventures katulad ng cacao, taro, at mushroom production, at food processing.

Ang AgriPinay ay naglalayong magkaroon ng access ang mga kababaihan sa pautang at maseguro na sila ay kasama sa agri-fishery value chain, para maisaayos ang kanilang kabuhayan sa panahon ng global health crisis. Commitment ng DA-ACPC na masuportahan ang mga kababaihang magsasaka at mangingisda upang patuloy silang makatulong sa food production. Prayoridad ang mga target beneficiaries na kababaihang miyembro ng farming o fishing household at mga kababaihang kabilang sa indigenous groups.

Kaisa ang DA-ACPC sa pagbibigay pugay sa mga kababaihang magsasaka, mangingisda at agripreneurs. Tulong-tulong nating palakasin ang mga kababaihan sa agri-fishery sector para sa sama-samang pag-unlad.
